Vong Hin Fai is the founder of the VONG HIN FAI LAWYERS & PRIVATE NOTARY. He graduated with a Bachelor Degree in Law from the Faculty of Law of University of Macau in 1993 and concluded Master’s Degree of Law at the Law Faculty of the People’s University of China in 2003. He is a registered lawyer at the Macau Lawyers Association and practices in Macau since 1996 and was appointed by the Macau Government as private notary in 1997. In 2006, he was delegated as China-Appointed Attesting Notary (Macau) by the Ministry of Justice of the People’s Republic of China. From January of 2020, he is the honorary chairman of the Renhe Qibang Xianhui(Hengqin) Joint Venture Law Firm. In October 2022, he was granted qualification to practice as lawyer in the Guangdong-Hong Kong-Macau Greater Bay Area by the Department of Justice of Guangdong Province, and since then serves as a “GBA lawyer” in Renhe Qibang Xianhui(Hengqin) Joint Venture Law Firm. He is also an arbitrator of the China International Economic and Trade Arbitration Commission (CIETAC), the South China International Economic and Trade Arbitration Commission (also known as Shenzhen Court of International Arbitration) and a counselor of the Legal Professional Committee of Council for the Promotion of Guangdong-Hong Kong-Macau Cooperation.

Vong Hin Fai is member of various institutions in political, public and social areas, namely: deputy to National People’s Congress, and member of the Committee for the Basic Law of the Macao Special Administrative Region Under the Standing Committee of the National People’s Congress, and of the Legislative Assembly of Macau S.A.R., President of its 3rd Standing Committee and Secretary of its House Rules Committee, member of the Election Committee of the Chief Executive of Macau SAR, President of the Board of Directors of the Macau Lawyers Association, President of the Supervisory Board of Macau Foundation, member of the Council of the China Law Society, of the Board of Directors of Shenzhen Court of International Arbitration and of the Board of Directors of Zhuhai Court of International Arbitration, consultant of police affairs of Hengqin, member of the Security Forces Discipline Supervision Committee of Macau, of the Medical Council of Macau, of the Committee of Ethics for Life Sciences of Macau, of the University Council of the University of Macau, of the Council of the Academy of Public Security Forces of Macau, of the Council of the Macau Institute of Management, of the Supervisory Board of Macau University of Science and Technology Foundation, of the Supervisory Board of Dr. Stanley Ho Medical Development Foundation, of the Supervisory Board of Henry Fok Foundation, and member of Board of Directors of Teledifusão de Macau, S. A. (also known as TDM), which is a public capital enterprise. He was member of the Thirteenth National Committee of the Chinese People’s Political Consultative Conference, and the first, second, fourth to sixth terms of the Legislative Assembly of Macau SAR., the Selection Committee for the First Government of Macau SAR., vice-president of the Law Reform Advisory Committee of Macau, member of the Advisory Committee for Urban Rearrangement of Macau and Convener of the Legal Issues Group of Macau Urban Rearrangement, member of the Public Administration Reform Consultation Committee of Mac.
